About the Project
The Dormont Junction Station TOD project is the first joint development project under PRT’s current TOD Program, which aims to foster economic vitality, increase transit ridership, and promote smart growth throughout Allegheny County. This project presents an opportunity to transform two surface parking lots into a lively, mixed-use, mixed-income community.
This project stems from the 2018 station area plan where PRT worked with the Borough of Dormont and the surrounding communities and stakeholders to develop a new design for the light rail station, needed access improvements on surrounding roads, and equitable and sustainable transit-oriented development (TOD) on PRT and Borough parking lots adjacent to the station. Following the completion of the plan in 2019, the Borough of Dormont amended their Zoning Code to support transit-oriented development surrounding light rail station areas.
Update
April 2026: After a careful selection process that included a Request for Qualifications in 2025 and then a Request for Proposals from the shortlisted firms, PRT and the Borough of Dormont brought forward to PRT's Planning and Stakeholders Committee, a request to enter into an agreement with Pennrose LLC as a development partner for a project on this site. Consistent with PRT's Joint Development Policy, the PRT Board approved entering into exclusive negotiations with the developer and the Borough of Dormont to undertake the project. This agreement requires Borough of Dormont approval as well. PRT will be briefing the Borough of Dormont council on this proposed agreement at their meeting Monday, May 18th at 6pm. Following multi-agency approvals, Pennrose will be asked to begin a design and community engagement process to develop project details and share them publicly.
The project aims to achieve several key goals, which should be incorporated into the development approach suggested by respondents. Proposed development approaches should allow PRT and the Borough to:
- maintain ownership control of the site via a long-term ground lease or similar agreement form;
- maximize the site’s social and economic value;
- establish a proactive, harmonious long-term partnership between PRT, the Borough, and the development partner;
- focus on mixed-use, transit-oriented, and multifamily housing, a portion of which should be affordable, ensuring accessible living options for all residents;
- support the participation of disadvantaged business/diverse business enterprises;
- respondents are encouraged to incorporate elements of environmental sustainability in their proposed development approaches.
This project addresses the following values from PRT’s long-range transportation plan, NEXTransit, adopted in 2021.
- Accessible: infrastructure is fully available in every way to those with specific needs, such as physical or mental disabilities, those traveling with infants or small children, and those traveling with groceries or other goods.
- Affordable: this project makes it easier for those of all means, including the underemployed and unemployed populations, to utilize transit without needing to sacrifice other life sustaining activity, such as buying food, medicine or heating, to do so.
- Equitable: the project not only ensures the fair provision of services to those with limited means or higher risk, but affirmatively acts to better the services offered to these groups in an effort to combat historical and environmental imbalances in the community.
- Sustainable: the project enhances the health of communities and the natural environment through its design and operations with regard to energy use, water use, raw material use, land use, and waste production.
The planning and design phases of the project were funded by PRT's Capital Budget. In April 2023, PRT received a $500,000 grant for construction of the station from U.S. Congressman DeLuzio.
