Phase 4 Engagement Summary
From January through May 2026, riders, community members, and partners across Allegheny County helped shape the final draft of a refreshed bus network. During this last phase of Bus Line Refresh, PRT held 71 events, reached more than 1,765 people in person and online, and welcomed over 30,000 visitors to the project website — all to gather feedback on the second draft network before it's finalized. The BLR Phase 4 Engagement Summary brings that feedback together in one place: who we heard from, what people told us, and how their input will guide the network as it heads toward a formal public hearing.

If you take away just a few things, take these. → The response to the second draft was encouraging: the plan positions more than 99% of current riders for more frequent, reliable, and better-connected service, and most proposed changes — including every new route — drew net-positive feedback. Riders were especially supportive of new crosstown connections like the N34 across the South Hills, faster trips to Oakland on the O9, and added evening and weekend service. Where people raised concerns, they tended to cluster around a small number of corridors, and those are the areas PRT will study most closely before the network advances. Engagement To-Date
Over three years and four phases of engagement, Bus Line Refresh grew from a bold idea into a network shaped by the people who ride it. What began in 2023 as the Bus Line Redesign — a complete rethinking of Allegheny County's bus network — became, after more than 16,000 comments, a more targeted Bus Line Refresh that keeps the service working today while strengthening reliability on the busiest corridors, expanding off-peak and weekend service, and improving cross-county connections. Across the program, PRT held more than 190 events, collected over 20,000 comments and 16,000 surveys, and welcomed more than 79,000 visitors to the project website. What Comes Next
Feedback gathered during spring engagement is being used to finalize the Proposed Bus Line Refresh Plan that will be the subject of a public comment period and public hearings. This means there's still time to provide comments. The comment period will be followed by PRT Board review and action. This process is anticipated to happen this summer and fall. PRT is also is preparing an implementation plan to allow an efficient agency-wide effort to deliver the changes and communicate them clearly to riders should the Board approve the plan. The date the changes go into effect has not been finalized at this time.
